この表現は非常によく使います。"busy度"かなり高いです。
be up to one's neck(; ears; eyeballs) in something
having a lot of things to do
"I can't go out tonight. I'm up to my neck in my homework."
"Tom's up to his eyeballs in the reports."
この表現も口語でよく使われます。
